TotalSDS is excited to announce the latest update to our TotalSDS™ Author Software, aligning with new EU Classification, Labelling, and Packaging (CLP) regulations under Commission Delegated Regulation (EU) 2023/707. This CLP regulation update reflects our dedication to ensuring customers stay ahead of regulatory changes by proactively meeting compliance requirements long before official deadlines.
With this update, TotalSDS introduces new hazard classes that address both human health and environmental risks, including Persistent, Bioaccumulative, and Toxic (PBT); Very Persistent and Very Bioaccumulative (vPvB); Persistent, Mobile, and Toxic (PMT); and Very Persistent and Very Mobile (vPvM) classifications. Additionally, it incorporates updates to address Endocrine Disruptors affecting human health and the environment. By implementing these features well in advance of the 2025 and 2026 deadlines, TotalSDS empowers its users to take early, decisive action to comply with critical regulatory requirements.
What’s New in the EU CLP Update?
The new CLP hazard classifications, integrated directly into TotalSDS’s software, enable users to efficiently meet the latest EU CLP mandates and regulations. The update supports precise classification of ingredients and products based on the latest scientific criteria for health and environmental risks.
The following updates are key to understanding the scope of the new EU CLP regulations:
- Endocrine Disruptors (ED) for human health and the environment
- PBT and vPvB substances
- PMT and vPvM substances
These categories have unique concentration limits for classification in mixtures, ensuring regulatory accuracy. For example:
- Endocrine Disruptors for Health and Environment: Category 1 substances at ≥0.1%, and Category 2 at ≥1%
- PBT/vPvB and PMT/vPvM: Classified if a component is at or above 0.1% in mixtures
Practical Guidance for Implementing the CLP Regulation Updates
- Applying New Hazard Classifications to Ingredients
With TotalSDS Author, updating ingredients to the new classifications is straightforward. As of April 29, 2024, companies can submit classifications under these new categories using the IUCLID tool. The deadline for companies to classify new substances is May 1, 2025, with extensions for mixtures until May 1, 2026. TotalSDS will continue to provide guided documents, to support customers with step-by-step instructions. - Monitoring Ingredient Classifications
TotalSDS’s proactive approach to regulatory compliance includes continuous monitoring of substances receiving these new classifications. Updates will be promptly shared, giving customers real-time insights into regulatory changes and the opportunity to take immediate action as necessary. - Concentration Limits and Compliance Deadlines
Each new hazard class has specific concentration limits for triggering classification. TotalSDS’s update will help businesses align with these requirements by setting clear guidelines on concentration thresholds for ingredients and mixtures.
- For Substances: Compliance required by May 1, 2025 (existing substances have an extension until November 1, 2026)
- For Mixtures: Compliance required by May 1, 2026 (existing mixtures have an extension until May 1, 2028)
- Reclassifying Products to Reflect New Standards
To streamline reclassification, TotalSDS offers users direct access to guidance on reclassifying products to meet updated EU CLP standards. Customers can expect a comprehensive reclassification document, the “TotalSDS Author User Guide – Steps to Re-classify Products”, designed to ensure all products are accurately aligned with the latest hazard data.
